Pedistrian's Right of way at the corner of T-Junction

If there is no zebra crossing, pedistrian light controlled crossings at the corner of a T-junction, who has the right of way? A car emerging from or into the minor road or A Pedistrian who wants to cross the road?

Rule H2 says -
"At a junction you should give way to pedestrians crossing or waiting to cross a road into which or from which you are turning."

This subject has caused a lot of confusion and in some situations it can easily go wrong and lead to danger.
