Are university fees going up to £25,000 per year starting in 2025?

Is this true as I have been told this is just the media fear mongering and I don’t understand why this would be done after the recent changes to uni fees?
I have younger siblings so I am concerned with how much debt they will have. I myself am starting university this year.

Nope, annual tution fees for uk unis are not being raised to £25k a year.
It is the repayment threshold that is being changed to £25,000 a year.
Accompanied by a 10 year increase to the duration over which employed graduates earning above the minimum threshold will be repaying their loans through the national insurance system.
