If a guy says you don't have a choice when he's told that the girl will leave the country and go home to her own country, does that mean he doesn't care about her?

But the title is asking if he cares about you, so are you her? What's the choice that you don't have if another girl is going home? Why didn't ask him if he cared about her if you were standing close enough to hear a conversation when the girl said she was going home and he said you don't have a choice? Was the conversation with you and are you doing your usual asking in the third person rhetorical question?
