I am Eli . I started dating my girlfriend for 3 weeks. We have been communicating via phones without meeting.
But yesterday I tried to hug her but avoided me. When I tried to find out how she feels. She refused to tell me but rather she she told me that I have ask for it. Now am confused what can I do for her? (We are still communicating)

You haven't been dating for 3 weeks, you've been talking, and not even face-to-face; for that alone it's too soon to call her your 'girlfriend' and think that she'll be physical at the first meeting.
