Well
A) there's the law
B) there is a 2 year maturity difference which as a teenager can be a lot. so a non-sexual relationship is best to know you're protecting her and she won't have any regrets.

There could be a test that everyone has to take to see if they're mature enough to have sex. (slightly srs)

Totally fine. Girls are generally a year or two ahead in maturity anyway.

You're right, it is but you have to generalise with laws like this. For me it's down to maturity, trust, being ready for it. I know at that age I wasn't ready for sex and I think most people wouldn't be ready for it at that age regardless of what they think or do.

Not many people know the age of consent was only put into place in the first place to prevent child prostitution. There is nothing valid or logical to really say that under 16s aren't able to make that decision.

Sounds very 1984 to me!

In response to the OP, there's not much wrong with a 17-year-old and a 15-year-old, although again as others have said it'd be worth waiting until you're both above the age of consent before you start anything sexual.
