You need to be eligible from the the first academic year.

You can apply from your second year but when you apply you will need to complete a first year application. So if you are starting in the 20/21 academic year but don't want to apply until the 21/22 academic year then you will need to complete a 20/21 academic year application form.

Our official guidance states:
If a student wants to apply in year 2, 3 or 4 of their course after not applying in year 1 they would need to apply on the application form for year 1.

For example, the student is starting year 2 in the 2017/18 AY but they began year 1 of their course in 2016/17 AY. They would need to complete the 2016/17 application form to apply for a PGM.
If a student applies in this way they will be able to receive the same funding and entitlement as if they had applied in year 1. Anything the student is entitled to from the previous years will be paid out as soon as possible. The remaining funding will then be split across the rest of the AYs as normal, in 3 instalments for each.
