DVLA provisional lisence application help

OK, I've searched a lot but many don't clarify.
I do not have a passport(I just don't have one) I'm 19 and I was born in Britain and still live here so I can use my birth certificate and another document.
Gov.uk says I can use "a letter from the Department for Work and Pensions (DWP) showing your National Insurance number" for this however the letter I got with my national insurance number on it was from HM Revenues and Customs. Are they the same or do I have to get a different letter somehow?

And it also says I could use an education certificate along with my Birth certificate. What is an education certificate? Like, would one of my GCSE certificates count? Or my college certificate (I'm hoping I don't have to use my college one as those are big I don't want to risk them sending it back folded or something)

An HMRC letter is fine - anything within reason is fine so long as it is government. Best of luck with driving.
