Why dont you smile back when they stare?

sam with me.
They stare at me.not like in a mean way but they don't smile either.
sometimes they stare so long that i get tired of ignoring and make eye contact with them and smile then they look away and dont smile and i feel bad..
then when i start ignoring they look at me again/

Maybe you're staring at them first, to see if they're staring at you and smiling - might freak them out a bit.
