Why do girls stare/smile at me but dont approach me?
Everywhere I go girls look at me. Guys also look but that's because im quite fit and wear nice clothing. The thing is that girls or groups of girls stare at me, but they rarely approach. I sometimes hear them complimenting me etc so theyre clearly attracted to me but im not sure why they dont approach?

Most are shy and/or prefer the guy to make the first move
Approach them! Say hello, make friendly conversation - what is the absolute worst that could happen? You might even find out why they may have been looking at you. It's usually the guy who makes the first move anyway (obviously this isn't always the case) - you've got nothing to lose and everything to gain by doing so.
They're probably looking at you because you're looking at them.

I do get approached just very rarely. But that's the same with every british womrn because the men here are "too scared" to approach us.
