ielts is just a language test, Universities use that to ensure students have a chance at understanding the course not to determine academic ability.

90% math in what? In a foundation degree?
Lets say you achieve A* in further maths & maths A-level, in which case it would still depend what uni & what course, impossible to say even those these are top grades. But generally speaking 100% scholarships are very difficult to attain, often bursaries of say £1000 are awarded to high achieving students but what you have described is way too brief.

Based on your description id say its highly unlikely.

You would need to look at the funding pages of any University you are thinking of applying to. Scholarships for International students are usually limited and extremely competitive.
