How do non live vaccines cause symptoms?

I can understand getting symptoms from live vaccines as the body is responding to a bit of the illness being injected into you (ie with a flu vaccine theres fatigue, measles mild rash etc, but why would you get these symptoms from a non live vaccine?
Many symptoms (fever, lethargy, headache, localised swelling etc) are not directly caused by the infective agent itself but are actually a result of the inflammatory response that is the immune system’s innate response to pathogens. Vaccines are designed specifically to elicit an immune response, so intuitively one should expect to experience those symptoms
