One of my ex's was a very flirty person and would flirt with everyone, even when I was there. It wasn't really an issue because that is who she was and I knew it didn't mean anything. It only caused problems when she flirted with people she had history with or someone that had feelings for her. I wasn't comfortable with that but I wouldn't have called it cheating.

really depends on the person and your gf/bf. I wouldn't necessarily call it cheating but I wouldn't say its appropriate when you're in a relationship. Maybe try making more of an effort to just be nice to people but not in a flirtatious way.
