Student loan. How it works?

Can someone explain me how a student loan works? I read on the government website but still have questions.
For example, on the website the maximum loan amount is 12,250, but the amount for a year of study is 13,000, then it turns out that the loan does not cover the studies?
Following this, student accommodation is not covered at all?
