Minimum work hours per week to get maintenance loan?

Last December, SFE informed me that I was not eligible to receive a maintenance loan because I was not working 10 hours per week.

At my job I work 10 hours a week but my payslip shows 9.5 hours because I am not paid for breaks.

I wanted to ask if these breaks are considered part of work hours even if they are not paid.

I have seen some information that there is no established minimum number of hours to work, why have they denied it in my case then? They don’t explain the reason.

If those are breaks and you are not paid for them, they are not counted as working hours, otherwise your employer would confirm those as part of your core hours.
