Hello. If one of my parents working abroad (EU) but they are not divorced or separated, should I answer: "I live with both parents" or "with one" ?

"lived or worked outside the UK and Islands or, in the case of an EU, EEA or Swiss national outside the EEA or Switzerland?"
If one of parent working outside UK but not outside EU?

Could I have difficulty to get loan as one parent working abroad?
