Obviously not! If it were any old Tom, **** or Harry who is an early riser and quick on the telephone dial, yet without relevant qualifications, could get a place.
Perhaps you do not mean 'first come, first served'.

It is, in the sense that the clearing hotline will make verbal offers to anyone that meets the agreed criteria. When the Uni has made enough verbal offers, the course will be closed. Where possible they will try to avoid doing this mid-day, but if places are extremely limited, they can do so if they wish.
