Do University change the criteria of their offers on results day?

An example of what I'm asking is, Uni of Glasgow have tons and tons of different courses in clearing -like philosophy/history, philosophy/psychology and german/psychology to only name a few. However all of these courses are only available for International and EU applicants with only 4 courses (Community Development, Design & Technology Education, Environmental Science & Sustainability and Health & Social Sector Leadership) being in clearing for English, Scottish, Welsh and Northern Irish applicants. I'm just wondering if those courses only available for International and EU applicants will be changed on results day depending the amount of places the International and EU applicants fill for these courses?
