On page 44 Section 12 part F in regard to questions 1 and 2 can the entirety be filled by one parent if they have the same child dependent because unlike the rest of section 12 page 44 has no highlighted differences between person 1 and person 2

Yes, that's right - only one parents needs to complete this section, the other one doesn't need to.
