Eligibility for home fees

Hi,
I'm an Indian national who has been living in the UK for the past 4 years. I have done my GCSEs and am going to do my A-Levels this June. Just wondering if I'm eligible for home fees as I've heard conflicting opinions regarding the fee. I currently don't have permanent residency and am going to apply for it in 2024 along with my parents. If not eligible for home fees now, can I change my fee status after getting PR?

On what basis have you been in the UK for 4 years - ie. what sort of visa, or is this just because you are at school here?

I've got a tier 2 Dependant visa. We moved to the UK as both my parents got jobs here.

It might be worthwhile deferring starting a degree for a few years.
