US citizen help with UK visa

My boyfriend is from the US and has been accepted to a university in the UK. He came over for the summer on a visitors visa and was told he would have to leave the UK within a month of his course starting and re enter in order to activate his student visa. We booked a trip to Amsterdam so he could activate when re entering. He was waiting for his CAS number for MONTHS from the university so couldn’t apply for the visa until now. When applying for his visa he didn't have the option to get his biometrics done in the UK and now he’s thinking he has to go back to the US to get this done (costing a fortune). He was never told this before when he called all sorts of visa/government lines and has had absolutely no help with getting a concrete answer. Does anyone know if there’s any way around him having to go back home?
