Each uni will have a specific time their phone line will open, which will be up to them. I think they usually open early in the day around 8-9am as I recall, but I suppose some might not open their lines until 10am or so maybe.
Basically you should aim to get up early and be ready and waiting with everything you need for when the phone lines open
