Many unis say "you may be eligible for a contextual offer" Im curious on whether this means most people who get an offer do get contexual offers or if the may is just there for no reason?

The "may" means exactly that. It means it's possible that you will receive a contextual offer. Most applicants do not. It depends on their specific circumstances.

Look at that Uni's criteria for a contextual offer - each Uni is different.

Unis often use words like 'possibly', 'may', 'usually' - because they cannot know for certain until they get your UCAS application and see if you match their criteria.
