ucas welcome email.
I'm an international student and it's been about 10 days since I applied through UCAS and paid for the application, but I haven't received a welcome email yet. My UCAS Hub keeps saying , "Submitted to your school or college." Is there a problem?

Your application hasn’t been submitted to UCAS yet. It’s still waiting for your school/college to add your reference and approve your application.
You need to speak to your ucas coordinator at your college to check that they will submit your application before the deadline
