Most unis will let you apply without an English test. If you receive an offer, it will include a condition to pass one.

Interviews are typically determined on a course-by-course basis, not for entire universities, (outside of Oxbridge).

Universities tend not to offer interviews to prove your English ability but there are many ways outside of Ielts. You would need to contact the International office of the particular university. Here is Exeter's policy
