Go to the university with the best course for you.
Low ranking RG, they're RG for a reason and internationally better recognised amongst employers. The RG is not as good as the Ivy League, but it is always seen as the equivalent. Also sometimes a RG could get easier to get into over somewhere like Loughborough, but you still won't be seen as a poor candidate infact a very good one!

They are RG because they are in a lobbying group. No other reason.

Employers barely care, and outside the UK they haven't heard of the Russell Group.

I'd take St Andrews over any RG uni except for Oxbridge or Imperial.
