study abroad question

If I am studying abroad on a student mobility scheme, erasmus+

As I was applying for the loan online it asked me to fill out a paper application.
However, the paper application is somewhat confusing.

As the tuitions fees will be paid by the respective universities, can I still apply for just the maintenance loan?
