Am I entitled to a gift year? How can I apply?

Hi, I need to repeat an academic because I have failed two modules. I am currently doing my Masters in Criminology. I won't be able to afford the funds, therefore, I will have no option but to drop out. However, Student Advice mentioned 'Gift Year'. I believe I am entitled for a gift year, and want to know how I can begin applying for this? I did speak to someone on the phone but their answer was very confusing and didn't seem to know about gift years.
