P45 form

my sfe england is asking for my dad’s p45 and we have that form with us but the new employment section is empty and my dad is been doing job from last 3 months the new employer also didn’t ask for it and it was my dad’s first time changing job so he didn’t new that it was suppose to be filled. I want to ask if it is alright? Or is it illegal or it would affect my student finance application??
