When Can We Apply

When can EU students apply for student finance? I am asking this because the gov website says that we need to wait until the beginning of April but I heard that some EU students have already applied, so I'm confused! Please help

You can apply using a paper form: https://www.gov.uk/student-finance-forms but the new student EU forms aren't due to be available until April.
