Maintenance loan eligibility

Hello there. Since I've been living in uk for more than three years as eu person with presettlement. Can you confirm that employment from either myself or family member doesn't have to be in UK. Can also be employed in EU right? This is regarding the maintenance loan. I've sent signed form for tuition fee since I got an email about this. But if a family member works I can send an application for maintenance right. Does it matter if family isn't a parent?I myself have a disability so it's very hard to do/get a job.
