Where to study Abroad?

I have my place for a law degree at uni next year already confirmed, but I am still feeling conflicted. I plan to study abroad for a year of my studies, but I am unsure of where and would like to figure out where would be best so I have a 2/3 year headstart on learning a language if necessary. Hong Kong was my first pick because it has a common law system, i've always wanted to go to Hong Kong and I plan to study business law so it seemed right. However, once i started looking into it i've seen less favorable things said about both learning Cantonese and studying in Hong Kong.
Is Hong Kong a good place to study abroad for a year and learn cantonese for?? Or is my time better spent with a different country and language? It's worth mentioning that the Hong Kong unis i've looked at teach in english, but i'd still want to learn the language of a place i'm studying in for a year
