Which PGCE bursaries can Welsh residents studying in England apply for?

I am very confused about what bursaries are available for teacher training. I live in Wales but I want to study a PGCE in England at Chester University.

I was told by the staff there that I would be eligible for the teaching bursaries described on the UK government website as Chester is an English institution. However I looked at the UK government website and one of the requirements of receiving a bursary is meeting the requirements of Student Finance England:

And one of Student Finance England's eligibility requirements is that you "normally live in England".

But if you look at information about Welsh Student Finance, from what I've gathered, there only seems to be information on being a Welsh resident studying at a Welsh University, not what's available when you study in England.

Additionally, the Welsh government documentation says that the amount you can receive through the Teacher Training Incentive depends on if you have a 1st, 2:1 or 2:2, but makes no mention of what you're eligible for if you have a masters degree. Whereas on the UK government website it lists different amounts for having a PhD, masters/1st, 2:1 and 2:2. Does having a PhD or masters count for anything in the Welsh bursary system?

I have spent hours trying to work this out and I think I'm more confused than when I started, if anyone can enlighten me I would really appreciate some help.
