Your university would have clubs/societies.
Go to your Students Union and they can provide a prospectus.

There are quite regularly clubs/societies advertised on socal media, local news papers, posters in the local area etc. A quick search on the internet will uncover some.
People also make friends at work.
How about volunteering somewhere? That will help you make friends.
