during my placement year, can I apply for a maintenance loan and do I need to let SFE know that I am going on placement? TIA

It is a big deal!
You might be eligible to apply for student finance during the placement year. Although, you may be entitled to less than you receive in a standard study year. I would suggest you check that with a student finance team at your university or by contacting Student Finance England directly.
When re-applying for the loan, you will see some questions about the placement year, which you would need to fill in. That is how you inform them about your placement year.
